3.5 Identification marking. Each boot shall be legibly marked either on the outside quarter, on the flesh side, on the top facing, or directly below the top facing. The marking shall consist of the manufacturer's name or trademark, the date of the contract, conformance to ANSI Z41.1 requirements, and the correct size and width of the boot. The height of the figures and the letters of the marking shall be a minimum of 9/32 inch and a maximum of 3/8 inch.
3.6 Label/tag. The label/tag shall be tied to the finished boots and the print size shall be 8 to
10 points, 1/8 + 1/32 inch. Each item shall be individually bar-coded. The bar coding element shall be a 13 digit national stock number (NSN). The bar-code type shall be a medium to high code density and shall be located so it is completely visible on the item when it is packaged as specified in the contract, and so that it causes no damage to the item.
4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. QUALITY ASSURANCE PROVISIONS
5.1 Product conformance. The products offered shall meet the salient characteristics of this commercial item description, conform to the producer's own drawings, specifications, standards, and quality assurance practices, and be a similar product that is offered for sale in the commercial market. The Government reserves the right to require proof of such conformance.
5.2 Market acceptance criteria. The item offered, or a generic equivalent, must have been sold to the commercial market or to the Government.
5.3 Visual examination. Each boot shall be examined for the defects listed below.
5.3.1 Defects. Pairing; color not as specified; wrong style; inferior materials; workmanship defects; inferior leather; distortion of product; wrinkles, pleats or excess fullness in linings; operation not properly performed; protruding tack, staple or nail; any hole, cut, tear, spot or stain (outside); label (when required) missing; required markings missing, incorrect, or illegible; measurements (when required) not as specified; bar code omitted or not readable by scanner; human-readable interpretation (HRI) omitted or illegible; bar code not visible on packaged item; bar code causes damage to the item; any items not packaged in accordance with the contract or purchase order.
