3.3.1 Pattern and molds. The contractor's patterns and molds shall be approved by the contracting officer prior to production.
3.3.1.1 Height. The overshoes shall be 13-1/2 (±1/2) inches high for size 10. The measuring device shall be placed in the inside of the overshoe where the heel seat and the backseam meet measuring up to the top of the boot. The contractor's grading is allowed for the remaining sizes.
3.3.1.2 Vulcanization. The overshoes shall be vulcanized under pressure. Blisters or air pockets are not allowed in the seams. All parts shall be cured into one piece.
3.4 Labeling. In addition to any commercial markings, each overshoe shall have the size and contract number indicated. The overshoe shall have the size incised or branded on the outsole in the shank area near the heel. As an alternate, the size may be pin stamped on the top edge of the back strip and the contract number may be stamped or printed on the leg or pocket lining of the overshoe, approximately
1 inch below the top of the overshoe.
3.4.1 Label/tag. Each pair of overshoes shall be individually bar-coded with a paper tag. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds. The paper used for the tags shall have a smooth finish to accept thermal transfer to direct printing. The tags shall have a hole and shall be attached to each item by a fastener, clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN) and there shall be a 12 digit UPC symbol for each NSN as specified in each solicitation. The "UPC" must appear beneath the code. The bar-code for NSN and UPC type shall be a medium to high code density and shall be located so that it is completely visible on the item when it is packaged as specified and causes no damage to the item. This UPC code must also be placed on all shipping cartons on which the NSN appears.
3.5 Leakage requirement. After vulcanization, the overshoes shall show no leakage when tested as specified in 5.3.
3.6 Finish. The overshoes shall have a smooth finish.
4. REGULATORY REQUIREMENTS.
4.1 Recycled, recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. PRODUCT CONFORMACE PROVISIONS.
5.1 Product conformance. The contractor shall meet the salient characteristics of the commercial item description, conform to the producer's own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance .
5.2 Visual examination. Each pair of overshoes shall be examined for the defects listed below.
