3.2 Materials.
3.2.1 Rubber compound. The rubber compound shall be natural and/or synthetic, colored black, meeting applicable requirements of 3.2.1.1 and 3.2.1.2.
3.2.1.1 Upper compound. The rubber upper compound shall meet the following requirements:

3.2.1.2 Outsole and heel. The outsole and heels shall be rubber, non-marking, and shall meet the following requirements:

1/ The aging test shall consist of 16 hours at 212 F (±2 F) using Test Method 7221 of
FED-STD-601.
3.2.2 Lining fabric. The lining fabric shall be of a commercial/industry construction and type. When visible inside the boot, the color shall be black or brown, show a rating equal to or better than the rating of "3-4" on AATCC Gray Scale for Color Change and Color Transfer when tested for colorfastness to water in accordance with AATCC-107. Crocking shall show a rating equal to or better than the rating of "3.5" on AATCC Chromatic Transference Scale when tested in accordance with AATCC-8.
3.2.3 Buckles. The buckles shall be a ladder and clasp type, commercial size, cold and rolled sheet steel with either a black enamel finish or a black chemical finish and which has been lacquered or epoxy finished.
3.2.4 Fabric for rubber buckle strap reinforcement. The fabric shall be cotton osnaburg with a weight of 4.9 oz./sq. yd. with reinforcement cords placed inside the strap, one cord at each edge.
3.3 Construction. The overshoes shall be constructed in accordance with approved patterns and
molds utilizing commercial methods. All overlapped parts shall be substantially rolled or pressed before vulcanization.
