2.6 Knee patch (type II). The boot upper shall have a knee patch of not less than 60 square inches, placed to prevent chafing.
2.7 Color and finish. The boots should be black in color, although other colors may be specified (see 5.2), and have a natural heater or dull lacquer finish.
2.8 Vulcanization. The boots shall be vulcanized under pressure to insure a watertight compact unit.
2.9 Leakage. The boots shall show no evidence of leakage when subjected to compressed air at 1 pound per square inch pressure while immersed in a tank of water to within 3 inches of the top of the boot.
2.10 Marking. The manufacturer’s name or trademark shall be embossed on the outsole in the shank, or a manufacturer’s label shall be used. The size shall be legibly incised on the outsole in the shank, or the size may be incised on a label and the label permanently vulcanized to the boot.
3. QUALITY ASSURANCE
3.1 Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, quality assurance practices, and the leakage requirements stated herein. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
3.2 Visual examination. The boots shall be examined in accordance with MIL-STD-105 for conformance to design, material and construction requirements; any component full, tight or twisted; any open seam, hole, cut or tear; any spot or stain clearly noticeable; not the color specified in the contract or purchase order. The inspection level shall be II, and the acceptable quality level (AQL), expressed in terms of defects per hundred units, shall be 6.5. The lot size shall be expressed in units of parts of boots. The sample unit shall be one pair of boots.
3.3 Dimensional examination. The boots shall be examined for the following defects. The lot size shall be expressed in units of pairs of boots. The sample unit shall be one pair of boots. The inspection level shall be S-3, and the AQL, expressed in terms of defects per hundred units, shall be 2.5.
